This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.
The EIB, the European Unions bank, is seeking to recruit for its Group Corporate Services, at its headquarters in Luxembourg, the Director General*. This is a full-time position at grade 8/9.

The successful candidate will be offered a definitive duration contract (CDD) of 5 years which may be renewed or converted in accordance with applicable policies and rules.

Purpose

Your role will be to lead the Group Corporate Services Directorate (GCS) to implement all aspects of EIB Group’s Digital Transformation, IT modernisation and Real Estate and Workplace Strategy as well as oversee IT operations, facilities management, corporate safety, physical security and corporate travel.

Some of the key areas that the GCS DG will be managing are:

  • Continuing the streamlining and digitalization of key business processes
  • Implementing a new target operating model for IT
  • Enhancing data and information management
  • Maintaining a high cyber security risk posture in line with evolving regulatory developments and threats
  • Delivering the EIBG Real Estate Strategy including a new building, major renovation and changes to leasing arrangements
  • Revising the EIBG Travel Policy
  • Physical security

The Group Corporate Services Director General will report to the EIB President and manage a budget of approx. EUR 475m p.a.

Accountabilities
  • Define, develop, and implement a vision and strategy, for the short, medium, and long term for the various business areas of the Group Corporate Services Directorate, in support of the EIBG mission and Corporate Objectives.
  • Participate in the formulation of the overall strategic direction of the Group, alerting the Management Committee of developments in the external environment or internal organisation which may have an impact on Group Corporate Objectives and risk profile.
  • Ensure that the needs of the business and Directorate are fully understood and supported within the Group through appropriate reporting, communication, and engagement with stakeholders.
  • Full responsibility for decision-making to ensure conformity with applicable Best Banking Practices and EIB policies as well as their necessary evolution, in particular with regards to operational resilience of IT systems and buildings, information security as well as the safety and security of staff inside and outside the EU. Supervise and lead the management of staff resources within the Directorate.
  • Delegate and empower the execution of key area processes to the appropriate managerial or executive level. Proactively follow-up to ensure objectives are met.
  • Represent the Directorate towards, and maintain constructive relationships with, the different Governing Bodies (Board of Directors, Management Committee, Audit Committee, etc.) as well as key external stakeholders (major suppliers, EU Institutions etc.).
  • Ensure that staff within GCS have the right competencies, objectives, and motivation to implement the Directorate’s strategy and the different operational plans/roadmaps and deliver the desired results.
  • Foster a culture that supports empowerment and accountability and allows staff to grow in their current positions and prepare for future roles and challenges.
  • Establish and manage the resources and means to implement efficiently the strategy throughout the directorate and the Bank:
    • Design, maintain and follow-up the appropriate organisational structure, key performance; indicators and ensure the realisation of qualitative and quantitative objectives;
    • Establish, allocate and control monitor the directorate’s budget in the realisation of its mission, while considering the Bank’s financial sustainability;
    • Ensure and decide that staff resources are sized, organised and used adequately and efficiently to achieve business objectives and take ownership of the overall efficiency of the used resources;
    • Balance the effective use of budget and costs made with the actual business delivery and achievement of the business objectives;
    • Embed capacity planning and cost management in all decision making within the Directorate.
Qualifications
  • University degree (minimum an equivalent to a Bachelor)
  • At least 15 years of relevant professional experience, including in-depth experience and a very strong understanding of any of the following areas: Information Technology, Information Management, Digital Transformation, Real Estate and/or Facilities Management, and Corporate Security (physical security and safety)
  • At least 10 years in a managerial function, including multidisciplinary teams and large teams (100+ direct/indirect internal reports)
  • Experience in a public/non-profit institution would be a strong asset
  • Strong track-record in leading, motivating and supporting highly qualified staff, and demonstrated ability to work in a complex, consensus-driven, multi-cultural and multi-stakeholder environment
  • Critical thinking and clarity of vision, sensitivity to business and political issues and sound judgement; openness to innovation and ability to support and manage change
  • Excellent communication skills both written and verbal and public speaking skills
  • Excellent knowledge of English and/or French (*), with a good command of the other. (Knowledge of other EU languages would be an advantage).

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
